City, state, at odds over receivership

PROVIDENCE, R.I. (AP) -- The Central Falls City Council and the state-appointed receiver who runs the city are locked in a dispute over the end of the receivership, and both sides are pointing fingers.

Rhode Island's smallest city emerged from municipal bankruptcy last fall. State Revenue Director Rosemary Booth Gallogly says the transition back to elected governance would be "much further along" if council members would attend workshops on the five-year recovery plan approved by a federal bankruptcy judge. She says she won't return their power until they're on board with it.

But the councilors say they aren't required to attend the sessions and that they have no control over the plan anyway. They say the state is stalling on the receiver's departure.

A judge has ordered the sides into mediation.
