CRANSTON, R.I. (FOX Providence) - Governor Carcieri has declared a state of emergency for the areas of Rhode Island swamped by flooding, after three days of rain swelled the Pawtuxet and Blackstone rivers.
Officials say that the Pawtuxet River is at its worst conditions in a hundred years. Entire neighborhoods were even evacuated because of it.
But for many though, it didn't come as a surprise. In Cranston, the area of Perkins Avenue is a known hazard during heavy rainfall.
Residents who have been victim to flooding more than once in these trouble areas say it's time for the city to step in.
