PROVIDENCE, R.I. (WPRI) - The Rhode Island man accused of kidnapping a woman and raping her behind the E-911 call center in North Providence was ordered held without bail during his arraignment in Providence District Court Monday morning.
"All the 911 calls in the state go to that building right there and apparently she was raped in the back of that building."
